Front Range Mobility Group team members combine some of the most capable and successful developers, contractors, designers and operators in the global P3 market. FRMG brings together expertise in each critical discipline required to make the Central 70 Project a success. Our team members provide local knowledge, extensive experience partnering with DBEs, and have existing local workforce development programs to expand upon. We are a well-integrated team which will provide transparency, clear decision-making, high quality and value for the long- term. In addition to our experience working together on similar projects, our team members bring best-practices and lessons-learned from developing and managing over 220 Public-Private Partnerships (P3) projects worldwide and delivery of over 16,000 design and construction projects across the State of Colorado. FRMG looks forward to working together with the city to create a place where neighborhoods are once again reconnected, and drivers experience shorter and more reliable journey times and improved road safety.
FRMG includes four Equity Members whose role is to act as overall project developers, arrange financing and invest equity. FRMG Equity Members are: HOCHTIEF PPP Solutions North America, Inc. (HOCHTIEF), ACS Infrastructure Development, Inc. (ACS), AECOM Capital, Inc. (AECOM Capital), and John Laing Investments Limited (John Laing). Collectively our team has invested in 13 transportation P3s in North America, including the Eagle P3 Project in Denver.

Equity Member HOCHTIEF PPP Solutions North America, Inc. is part of HOCHTIEF Group, one of the world’s largest providers of construction-related services with over 9,500 employees in North America. HOCHTIEF-Group has successfully developed more than 55 P3 projects worldwide, 6 are located in North America.
Equity Member AECOM Capital, Inc. is a developer and private equity investor that provides integrated project development by leveraging AECOM’s expansive technical and managerial global services platform for both public-private partnerships and private-sector real estate projects.

Equity Member John Laing Investments Limited invests in and manages infrastructure projects. Since making its first investment in 1969, John Laing has committed to invest in 111 projects worldwide, including the Denver Eagle P3 in Colorado and the I-4 Ultimate P3 Project in Florida.
FRMG’S lead contractor is an integrated team that will implement their proven expertise and capabilities to the Project. Our team consists of Flatiron, Dragados, and AECOM. The partners have collectively participated in 50+ P3/ DB projects in North America, and offer previous experience working together on P3 highway projects. Flatiron and AECOM are headquartered in the Denver Metro Area – bringing local expertise to the Project. In addition, the Lead Contractors will be supported by the following local subcontractors: Kraemer North America, BT Construction, and Interstate Highway Construction, who each provide extensive experience delivering projects in the State of Colorado and provide unique expertise on highways and structures, underground and utility construction, and paving. This partnership of local and international construction firms will work together with the Equity Members and Procuring Authorities to build the Project on time, on budget, and to the highest quality and safety standards.
Flatiron is headquartered in Broomfield - just 30 minutes from the Central 70 Project. Flatiron gained national prominence from its work; which includes building Interstate 70 through the Glenwood Canyon Corridor with CDOT during the 1980s. Today, Flatiron is the fourth largest contractor in Colorado. Nationally, Flatiron has delivered more than $6.5 billion in transportation projects and is one of the largest design-build contractors in the U.S. With more than 2,500 employees across North America, the company has delivered 455 miles of roadway and constructed 445 bridges. Flatiron also offers experience delivering 5 P3 transportation projects worth more than $3 billion, leveraging its local knowledge, workforce, and experience with international P3 best practices.
Dragados is ranked 4th overall on the 2013 ENR 250 Global Contractor List. Founded in 1941, Dragados has unmatched global experience in infrastructure construction, having built over 6,778 miles of roads and highways, 1,500 bridges, 840 miles of tunnels, 230 dams, 528 miles of rail transit, and airports. With over 11,800 employees worldwide (600 in North America) Dragados is one of the largest P3 contractors in the world. The company has experience on more than 65 P3 projects worldwide, 11 of which are major P3 transportation projects in North America.
AECOM’s Energy, Infrastructure, & Industrial Construction Group, is headquartered in Denver, Colorado, and currently employs over 750 people in Colorado and over 9,500 in North America. AECOM currently ranks # 7 in ENR’s Top 400 Contractors for 2015. Beginning with their role as part of the consortium that built the Hoover Dam in the 1930s, AECOM has a long history constructing some of the industry’s most challenging projects, and will draw upon the talent of its seasoned highway construction professionals to help successfully deliver the Central 70 Project. AECOM and its legacy companies have been designing and constructing infrastructure in Colorado for more than 50 years, AECOM has constructed three P3 transportation projects in the U.S., including the first modern-day P3 in the U.S., and the first P3s in Colorado: the E-470, Segments II and III.
Kraemer North America is a heavy civil general contractor with 650 projects totaling $1.74 billion in the past 10 years. Projects most recently completed within the Denver area are: US-6 and the Twin Tunnels CM/GC. Kraemer has been a leader on numerous key CDOT design-build contracts and has started work the I-25 Cimarron Interchange Design-Build project. With over 30 years of experience in the local market through which Kraemer brings established long term relationships and partnerships with suppliers, dealers, and subcontractors alike in their line of work. Kraemer can support the project with a current local equipment fleet in excess of 150 pieces including Cranes, Excavators, Loaders, and Forklifts. In addition, Kraemer owns a 10 acre yard with large inventory of formwork, falsework, construction equipment, and supplies that would be fully available for use on the project.
BT Construction, Inc. (BTC) founded in 1980, is a local subcontractor who specializes in in water, sanitary sewer and storm sewer pipelines, all types of buried utility infrastructure. BTC has successfully completed over 1,000 projects along the Colorado Front Range. The company brings local knowledge of existing utilities, soil and ground water conditions. BTC brings comprehensive local experience to lessen the impact on the local community as well as build on its existing relationships within the Denver Metro area. BTC has worked on large projects like the US 6 Bridges, Denver Eagle P-3, Prairie Waters with the City of Aurora, and High Street Outfall (CCD), among others. BTC recently implemented a Mentor/Protégé Program to enhance DBE participation which will align well with the Central 70 project and the goals set out by CDOT.
Interstate Highway Construction is a leading general contractor, specializing in highway, heavy civil, infrastructure and design-build construction. IHC is headquartered in Englewood, Colorado and have completed more than 200 heavy highway projects totaling over $1.5 billion over the past ten years. The American Concrete Paving Association (ACPA) has recognized 32 of its projects for “Best PCC Pavement Construction” in various heavy-highway, civil construction categories. IHC has worked on large and local projects like: the I-25 Lincoln Avenue to County Line, I-225 Mississippi Avenue to 6th Street, and the I-25 Longmont, SH 119 to SH 66, among others.
The FRMG Lead Engineer is a joint venture comprised of two of the largest and leading design and engineering firms in North America CH2M HILL and AECOM. CH2M is headquartered in metro Denver and employs 1,500 people in Colorado. CH2M led the design of COSMIX, Colorado Springs’ largest transportation project. AECOM Design engineered the award-winning Denver Union Station and held an integral role in the design of T REX. Both are exceptionally experienced in Colorado and will underpin an innovative, technically sound Project. Between them, they have provided design and management services on over 50 P3 projects in North America and participated in more than 15,000 projects in Colorado alone. FRMG’s Engineering team understands the stakeholder and community goals. Its team members are based in Denver, they travel on I-70 regularly, and therefore bring passion for designing a project that enhances the vitality and quality of life in the region.
CH2M is an industry leading, highway and bridge consulting, engineering, construction, operations, and program management firm. As an employee-owned company, they bring 69 years of service helping clients develop safe, innovative, and sustainable solutions to their most challenging surface transportation projects. CH2M plans, design, and constructs some of the most complex highway and interchange projects in the world. In addition, they offer a range of alternative delivery options including design-build and public-private partnerships. CH2M is headquartered in metro Denver and employs 1,500 people in Colorado. They know the communities affected by the Central 70 Project, and have worked with CDOT and interested stakeholders, and want to work together to create a smarter corridor. CH2M will bring lessons learned and experience in delivering over 30 P3 projects (valued at over $30 billion), 13,000 transportation projects, and 15,000 different projects in Colorado in the last 20 years to the Central 70 Project.
AECOM’s Design and Consulting Services group provides design and consulting services for complex infrastructure projects across North America, from concept through operation. In the transportation alternative delivery market, AECOM offers innovative design solutions that drive value for money and support the goals of constructors, developers, lenders, concessionaires, and grantors. AECOM has been recognized with multiple design awards for P3 project performance and is able to draw upon the expertise of more 280 design professionals for the Central 70 project. AECOM brings integrated, Colorado-based design personnel and routinely implements innovative solutions to meet challenging project schedules, fulfilling owner goals and stakeholder requirements. AECOM has been involved in some of Colorado’s most iconic projects and has a diverse range of services locally that have contributed to regional growth.
